#28 - Doing some weird car swap thingy:
Step 1 - park car "A" in red zone
Step 2 - pull car "B" out of legal space and double park, blocking lane
Step 3 - move car "A" from red zone to legal space
Step 4 - randomly shuffle between car "A" and car "B" without any apparent purpose
Step 5 - more random shuffling
Step 6 - inspect front bumper of car "B"
Step 7 - finally, drive off in car "B"
Step 1 - park car "A" in red zone
